Casa Environmental Services provides UKAS accredited asbestos surveying and bulk analysis services. We are able to conduct a number of different Asbestos surveys tailored for your requirements. We are also able to attend site and take samples of suspect materials that might be hindering a specific project. Following each survey or sampling exercise, samples will be processed in our UKAS accredited laboratory. Our highly qualified laboratory technicians meticulously analyse each sample to identify if asbestos is present. Agreeing a scope of works is essential to any project for several reasons.

The first is that without a scope of work, asbestos surveys and removal can be open to numerous interpretations.

Secondly, if the scope of work is not made clear, the LARC can make their own decisions about the extent and manner in which ACM’s will be removed and these may not meet client requirements or expectations.

Thirdly, if a LARC is trying to provide a competitive quote based on their own interpretation of the scope, the prices of all LARC’s involved in quoting may vary considerably making it difficult to compare quotes like for like.

Employing Casa to create a scope of works and an Asbestos Removal Specification will eliminate all ambiguity regarding the scope of works and client requirements.

You as the client will have the satisfaction and confidence of knowing the project will be undertaken entirely in accordance with your expectations and in compliance with the Control of Asbestos Regulations.

The purpose of the removal specification is to provide the LARC with clear instruction of how to undertake each element of the asbestos removal enabling them to quote the work accurately and competitively.

Some asbestos types must only be remediated by LARC’s. These asbestos material types are classed as licensable materials. Other asbestos material types can be remediated by contractors that are not licenced but are competently trained. These asbestos types are called non licensable materials. There are also asbestos containing materials that are non-licensed but working on them requires a notification to the HSE. This is called Notifiable Non-Licensed Work also known as NNLW. These classifications can often be very confusing and are not always clear from a survey report.

The removal specification takes away any ambiguity whilst providing the client and the removal contractor with a clear and legally compliant removal method for every item of asbestos due for remediation.

A removal specification allows each LARC’s to quote consistently to the same standard allowing each bid to be compared on an equal basis.

We procure LARC’s for all types of asbestos removal and remediation work and control the tendering process from start to finish.

Our service allows for a Project Manager to attend site with each LARC to price the asbestos removal in accordance with the specification. During the site visit we ensure each LARC is aware of what is required and fully understands the scope of work and specification.

We set strict deadlines to ensure quotations are received in the timeframes our clients require. Once all submissions have been received we will assist and guide the client through the decision making process and the contract award.

In many cases the biggest governing factor in awarding a contract is the price.

There are, however, a number of other issues that should be taken into consideration when deciding who to award a contract to.

Does the prospective contractor have the resources to complete the work to the specified programme and are they likely to use agency staff who may be unreliable and of poor ability?

Are the timescales within the quote realistic or is the project destined for delays?

Does the cheapest company have the experience to undertake the asbestos removal required?

A major part of this process is Casa’s auditing of contractor method statements and risk assessments prior to site attendance.

When employing a contractor, a huge amount of trust is placed in that company to follow their in-house procedures and current legislation to remove asbestos safely.

An audit of the method statement and risk assessment carried out by Casa’s consultants will instil confidence and peace of mind that your asbestos removal project has been planned properly and all risks taken into consideration allowing mitigation of the risks to be put in place.

Our audits are undertaken electronically and the feedback can be provided instantly on completion.

Project management air monitoring or compliance monitoring is hugely important to any project as it helps to demonstrate that the contractors safe systems of work are effective. It provides proof that control measures adopted are working and the removal techniques are safe.

Casa will provide the client with a baseline or background readings of respirable fibre concentrations before works begin.

We then regularly undertake leak air monitoring adjacent to asbestos enclosures to demonstrate control measures are working on an ongoing basis.

Leak Air Tests provide evidence that NPU’s and enclosures are functioning correctly and are effective.

We also run personal monitoring tests to operatives carrying out the removal work in the enclosure to demonstrate asbestos removal techniques are safe and exposure limits are not being exceeded.

Once asbestos removal is complete, we will run reassurance air monitoring during the removal of the asbestos enclosure and following. This data will prove that the client is entering an area with low respirable fibre concentrations and clear of asbestos.

When the removal work has begun Casa undertake a detailed site audit of the LARC to prove ongoing compliance with current legislation and their RAMS.

The onsite audits ensure that all recommendations picked up in the pre-start audit have been implemented, equipment is functioning correctly and that the works are being undertaken in a safe and compliant manner.

Our 15 page audit provides a comprehensive aide memoir for the project manager to question and report on all elements of the removal process.

Our electronic audit can provide live feedback to the client to show compliance and any improvements that must be implemented.

Once the LARC has undertaken a thorough decontamination of the removal enclosure and signed off their handover form, Casa’s analyst will begin the four-stage clearance procedure.

The four-stage clearance procedure is a legal requirement to make sure the contracts asbestos enclosure has been decontaminated properly and is safe to take down.

Following Asbestos Removal and to enable ongoing compliance with Control of Asbestos Regulations 2012, Casa will undertake a re-inspection survey of the building or just the specific area where asbestos removal took place.

Following the successful removal of all ACMs, we will issue a job closure pack.

The pack will include a job summary report that details each stage the contract. The summary will include changes to the original specification, details of any asbestos that may remain on site, a summary of the audits that were undertaken and how they impacted the project and health and safety issues and project delays that were encountered and how they were rectified.

The pack will also include the following:

  • Historic and updated asbestos survey reports post completion of asbestos remediation work.
  • Certificate of reoccupation following the four-stage clearance process.
  • All other air testing certification conducted during the project.
  • Certificates of cleanliness.
